California Covering Kids & Families Initiative

Grant Overview
More than 6.3 million children and non-elderly adults in California are uninsured. Over two thirds of uninsured children (1.3 million) are eligible but not enrolled in the Medi-Cal or Healthy Families programs. Approximately 400,000 adults are currently eligible, but not enrolled in the Medi-Cal program. In response to the growing crisis of the uninsured, the California Covering Kids & Families project has developed a series of comprehensive strategic initiatives to ensure continued progress towards the enrollment of both uninsured children and adults in a variety of public and private health coverage programs. The initiatives were crafted in response to: (1) the racial, ethnic, cultural, economic and geographic diversity of the state; (2) the administrative structures and regulations of the larger human services delivery system; and (3) the economic threats to the health care delivery system and health care coverage. Working with key stakeholders, regulators, administrators, providers and consumers through four strategic local outreach and enrollment projects and the statewide coalition the Covering Kids & Families project seeks to: (1) further simplify and streamline enrollment and retention processes for uninsured adults and children; (2) support the development and/or the improvement of the necessary infrastructure, skill and quality of services at the state and local level to facilitate and reduce the barriers to enrollment; (3) expand the number and advocacy role of community based organizations working towards increasing access to quality of health care coverage throughout the state; (4) establish an ongoing practice and mechanism for community input and participation in state and local decision making; (5) strengthen the inter-agency infrastructure for collaboration; and (6) elevate health care coverage access as an ongoing state priority.
