October 1, 2003 The Burden of Proof: How Much is Too Much for Health Care CoverageSecond Edition The second edition of The Burden of Proof: How Much is Too Much for Health Care Coverage? is intended to provide updated information on verification and other policy and procedural issues in order to facilitate exploration of strategies to simplify the application and renewal processes for Medicaid and SCHIP. The original report was extremely well received by state officials, advocates and policymakers who indicated that it provided needed clarity on complicated eligibility policies and procedural requirements. This second edition is being published by popular request and is also sponsored by the Robert Wood Johnson Foundation through its Covering Kids & Families Initiative, which is guided by the Southern Institute.
